“Security theater” is an inevitable part of every government’s response to every epidemic, especially in the early days. Remember the pictures of Brazilian soldiers marching down streets with fogger machines during the Zika outbreak? They were probably driving the A egypti mosquitoes deeper INTO the houses. That was a literal example of “the fog of war” that descends in the early days of any epidemic. It takes a while to figure out what to do — witness our early disdain for masks and focus on surface-cleaning.
